Civic Interplay

Place-based civic enquiry with digital and AI methods

Learn more

Civic Interplay is being explored by Dr Sarah Barns and collaborators, through a Vice-Chancellor's Senior Research Fellowship at RMIT University's Centre for Urban Research.

Why Civic Interplay

There is more information about our places than ever before.

More of each place, its infrastructure and its services, is built through digital intelligence.

But who gets to make sense of this? And who gets to act on it?

Civic Interplay explores how digital and AI methods can support place-based civic enquiry, towards more care-full and resilient futures.

It looks at how places are assembled, in both digital and experiential ways, and what is recorded about them, including how they are made legible (to both humans and their digital collaborators). It asks: does this place invite open enquiry and participation in how it is shaped, or are its systems, digital ones included, hard to see into?

If the 2010s asked for data to be made open, now is the time to move data-driven enquiry beyond specialist knowledge, towards everyday knowledge practices, citizen sensing and open deliberation forums.

Data Centres Transparency Project

A live map of the data centre build-out in Australia. Site by site: who owns the compute, what it draws in power and water, how it was approved, and what has been disclosed since. Records and method are published openly, with a DOI.

Experimental drawing: one precinct pulled apart into three stacked sheets. Value on top, flows in the middle, impact on the ground.

Tracing public value: A side angle on a place

A place pulled apart into three layers: what was promised for it, where money and approvals went, and what the public record shows happened next. Where the layers don't line up, there's a gap, and that is where the questions sit.

Artwork from WeCare: a woman standing against a pink background, with a quote about bringing everyone forward together on Country.

Place

WeCare, City North

A participatory digital storytelling project for RMIT's City North Social Innovation Precinct. Values co-designed with the people of the precinct, in their own words and images.

Invitation to Gathering Intelligences: a drawing of trees, birds and street sensors beside the words "An invitation, to gather".

Method

Gathering Intelligences

What if you could trace the relations of value that shape your place through time, and reflect on how these shape your own values and experiences? This is an experimental walking practice, assembling the digital and sensory conditions that shape attention to shared spaces in cities.

What is civic participation in artificial intelligence?

Renée Sieber, Ana Brandusescu, Suthee Sangiambut & Abigail Adu-Daako

A core reference for the Civic AI methodology. Sieber and colleagues ask what civic participation in AI actually means, and note that AI's opacity, mutability and resource requirements impede meaningful engagement, particularly in cities. They distinguish institutional transparency, functional empowerment and democratic empowerment.

Magnificent Humanity: Civic AI in Dr Duncan's City

Iain Buchan

Liverpool built the world's first civic data cooperative on the back of its public health history. In this piece, Buchan argues for a civic path to AI that serves lives, livelihoods and life chances. Buchan's connected city architecture models civic AI governance and stewardship at the level of the city precinct and is an inspiration for civic interplay.

Liverpool City Region AI Charter

Liverpool City Region

A first-of-its-kind charter for responsible data sharing across a city region, which is what it looks like when civic AI stops being a framing and becomes a document people sign.
