Gathering Intelligences · Experimental · Step 1
Start assembling
Gather what is already on the public record about a project or precinct, through time. Add the skill to your agent, name your place, and work through the questions.
Add the skill to your agent
One file, written for any model. It tells your agent how to assemble a record the Civic Interplay way: question every source, link every claim, and record what is missing.
-
Claude
Upload the file as a skill, or paste it into a Project’s instructions so every chat in that project uses it.
-
ChatGPT
Paste it into a Project’s instructions, or into the instructions of a custom GPT.
-
Gemini
Create a Gem and paste the file into its instructions.
-
Use my own model
Use the file as the system prompt for any model, including one running on your own machine. Give it web search, or the documents you have, so it has records to read.
Read the skill file before you add it. Everything in it is a draft: change it, and tell us what you changed.

What are the most legible targets made for this place?
Using the assemble-the-record skill, find the most legible targets made for your place: targets, priorities and commitments set in plans, strategies or law. List each with the date it was set, who set it, and a source link.
-
How accessible is its data?
For each target you found for your place, how accessible is the data needed to check progress? Say what is published, in what form, how often, and what sits behind a request or a paywall.
-
Who are the major investors? Where do they come from?
Who are the major investors in your place, public and private? Where are they based, and how was each investment approved? Link every source.
-
What can be found about the impact of investments through time?
What can be found about the impact of investments in your place through time? Work in date order from the earliest commitment, and mark clearly where the record goes quiet.
-
Map what you’ve found
Bring everything you have found about your place into one dated table, with each row tagged Value, Flows or Impact and a source link. End with three lists: what is well recorded, what is thinly recorded, and what is missing.
